-I Report, that, being the chief of the special group on execution of death sentences, I have been acquainted with commander of SOBR, Dmitry' Pavlichenko under the following circumstances: At the end of October 1999, 22/10, to be exact, under the order of former minister of Ministry of Internal Affairs Sivakov,

I Report that I received information of the following contents: in April, 1999, Sheiman V.V., had given the instruction to Minister of Internal Affais, Sivakov, J.L of confinement center #1 Municipal Department of Internal Affairs Mingorispolkoma to admit Commander Dmitri Pavlichenko for the punitive shooting sentences and the subsequent actions at the burial places. Sivakov J.L. having been given instructions, transmitted to chief of confinement center No.1, Dmitri.Pavlichenko was allowed to be present at the procedure and on request, to be issued the pistol by which the sentences on execution are carried out. Sivakov J.L. had given Alkaev the instruction to issue the pistol stored with him, and Alkaev carried out the order. At present Shejman V.V. had given instruction to Pavlichenco to physically destroy Zaharenko Y.N. The public prosecutor of the department of Supervision, a body of the Office of Public Prosecutor, internal affairs, to CPD, the Byelorussian transport Office of Public Prosecutor of ml. The adviser of justice V.D.Shibutko, having considered the material of criminal case No. 19/17-2000, opened 10.07.2000 on the basis of the crime stipulated by item 101 UK of Byelorussia, deliberate abduction/under the application of the head of special information projects of broadcasting company 'ORT' RussianFederation with Sheremeta P.G. about disappearance of the television cameraman of the Byelorussian bureau of the specified broadcasting company of Zavadsky D.A.,-
THE DECISION: July, 7, 2000 at 10:10, the television cameraman of the Byelorussian bureau of broadcasting company ORT, Zavadsky D.A. in the service automobile marked Forman-Shkoda, 03-18 KE, had left his house for national airport ' Minsk - 2 ' for a meeting with head of ORT department of broadcasting, Sheremet, P.G. whose plane arrived the same day from airport ' Sheremetava-1 ' to airport Minsk - 2 by flight B-2 No. 1992 at 11:11 minutes.
However Zavadsky D.A. did not meet him, and the motor vehicle of mark 'Forman-Shkoda' was found outside the building of the air terminal. Measures were undertaken to establish the whereabouts of television cameraman Zavadsky D.A. and of the circumstance of his disappearance.
During realization of investigation - operative actions for the specified criminal case, 03.08.2000, the motor vehicle of mark 'Vol'kswagen-golf' detained. Number 53-85 KA, belonging ot Ignatovich V.A., who was seen on the eve of disappearance, It was noticed near tje house resided by Zavadsky, D.A.. A search of the specified motor vehicle on 04.08.2000 in the interior and in athe trunk revealedr a brown a stain, similar to blood, various sizes and a configuration which are withdrawn, placed in separate envelopes No.2, No. 3 and No.4
In the motor vehicle a bag with a stain of brown color was found packages No.1/ three jackets, No. 6, No. 7 and No. 8 three trousers, No. 9,10 and No. 11 also were withdrawn. On jackets and trousers are stains of the brown color, similar to blood. During the search, package No.5, twenty two sticky films with microparticles from interior andtrunk were found, package No. 12, and samples of the floor covering, coverings seats and doors subsequently, packages No.13, No. 14 and No.15 were withdrawn. In view of circumstances of disappearance of Zavadsky D.A. it is not excluded that on the specified things withdrawn above and subjects can be; stains of blood or other traces concerning investigation...
To put on the sanction of experts the following questions are proposed:
1. Whether anything is present on a shovel withdrawn on 15.08.2000 from trunk of a motor vehicle of mark 'Volkswagen-golf', No. 33-85 KA, stratifications of ground, if yes they are suitable for the further research.
2. If on the shovel there is ground suitable for research of what district it belongs to?
3. whether shovel has biological material present, and if yes is it suitable for the further identification research?
4. If is present and it is suitable, does it) belong to a person or an animal?
5. Whether the shovel's biological material proves to belong to the victim Zavadskomu D.A.?
THE DECISION:
In case of detection of stratifications of ground, biological material or other traces, I ask you to provide where it was withdrawn from and in connection with possible subsequent research and presence of additional examinations. To put at the disposal of the experts:- a shovel with the wooden handle packed into a paper of white color, sealed and supplied (name of man who signed seal) and inscriptions on the package.

September, 6, 2000 examination andidentification research of samples of blood of close relatives to Zavadsky D.A. (in addition were given Zavadsky A.V., by Zavadsky O.G., Zavadsky S.M., Zavadsky Y.D).
On September 20, 2000, laboratory subjects of Zavadsky, D.A.'s clothes were delivered (a jacket, a sweater and a knitted cap). All the arrived materials were in appropriate way packed and sealed, supplied with explanatory inscriptions, signatures of the inspector and attesting witnesses.
Through judicial examinations, the following questions were posed: 1); whether biolgical material is present on the sovel, and if yes, is it suitable for further identification and investigation?
CONCLUSIONS 1. On a surface given for research of the shovel there is biological (genetic) material of the person, suitable for investigation and identification research. 2. Biological (genetic) material belonging to a human detected in stratifications on the left lateral edge on the back surface of a metal edge of a shovel was that of Zavadsky D.A.

After receipt of the Decree from the President of the Republic of Belarus about denial, or non-issuance of a pardon concerning a specific prisoner through Supreme Court of the Republic of Belarus and Municipal Department of Internal Affairs Mingorispolkoma, I within a month according to theverdict of the court am obliged to execute the death sentence against that person, and should inform in writing on execution of sentence to the court, we drow up specialregistration and accounting documents, stipulated by the court order - the following documents: certificate about the indentity convicted, the certificate about execution of the sentence and the certificate about a burial place of a corpse are constituted. The indicated documents are transmitted together in secret through KIN Ministry of Internal Affairs RB to storage along with the personal files of the shot convict. Taking into account, that the sort of activity of my special group is so specific, any decoding of documents insults the moral of the men under my command and results in protests within the group. As a rule, any by-standers are not present. This is not including the maximum officials of Ministry of Internal Affairs RB who are present periodically during the administering of sentences performance.. In career, I have carried into execution over 130 death sentences since 1996. From the maximum officials were present: first Udovikov M.D. Minister - twice there was chief KIN Kadushkin S.A.'s Ministry of Internal Affairs RB. He was present two or three times, now I do not remember. These people were there not with just idle curiosity, but with the purposes of improvement of organization of activity and supply of materials to our group. Except for the indicated persons and except for members of group, in my stay at execution of sentences no other persons participated. It not only concerning those persons, that I have indicated, but also in general any other by-standers; Somewhere in middle of October, 1999, Kadushkin S.A. in my office, acquainted me with commander SOBR Pavlichenko Dmitry and had told me, that minister of the Ministry of Internal Affairs Sivakov J.L. requires participation or presence of this person at execution of death sentences. Thus Kadushkin told me that as he tried to convince minister (Sivakov) to not allow it, but the minister categorically insisted Pavlichenko's presence. Obeying the instruction of the minister, transmitted to me through Kadushkin on October, 22, 1999- the day appointed for execution of the death sentence for, five convicts, Pavlichenko, D was brought to the executions. Pavlichenko came in and was together with me and present during the shooting of five people, and was on location where we carried into execution, the sentences performed by the executors. For humane reasons and for the purposes of reducing the sufferings of the convicted, the shooting is made by a shot in a nape from a pistol with the muffler.Pavlichenko, being present at shooting, had taken an interest in the executtioner - why does he not shoot at heart? In his opinion, it much more effective also does spill a lot of blood. From words of the executioner, Pavlichenko must be experienced, only a person who has practiced with various techniques could have such knowledge.. We made a burial of the corpses the next day. In the scheduled time, in the designated place, members of group met. Pavlichenko knew about it, but did not come. I did not wait for him to begin. He did not participate in a burial, He was only interested in the previous conversation on the location of the burial place. I havd told him, it is done in a cemetery, but a concrete place, I did not specify. Before New year 2000. Pavlichenko wa already to the position of brigade commander of team. He again came to me and was interested about date of the next shooting, and also asked me invite to him. I have explained to him, that I personally am not authorized to approve his presence, turned down his request. I never met with him again. The pistol for execution of death sentences is or remains deposited in the safe at the chief of the confinement center No. 1 and on the day of performance of the sentences, it is issued to the executor.; I have access to this pistol and my deputy Saevich N.M. does also, as well as warrant officer, Shakal VI. No other people have access to the weapon. If the weapon is issued, its issue is recorded in the book of issue noting specifically, the party recieving the weapon in confinement center No. 1. This same record book keeps track of any other weapons issued from confinement center No. 1..
